@Chrisbrad999: I guess what the title should refer to is the high number of people in Bulgaria (or say CEE in general) begging and relying on government support instead of finding their way to go out of this situation and, for intance, have a real job...
Of course, not all of the cases allow that to happen, but we do have problem with "fake beggars" who have the right to choose but prefer this way of living cause...well... sometimes it seems as the easier one.
